Adalet Kulesi, or the Tower of Justice, is located within the grounds of Topkapi Palace in the historic center of Istanbul, in the Sultanahmet district. It is one of the most prominent towers of the palace complex, associated with the chambers of the Imperial Council - the Divan. It is clearly visible above the palace walls, which is why the tower has become an important part of Topkapi's overall silhouette.

The tower is known primarily for its symbolic role. It served as a reminder of the presence of the sultan's authority next to the place where state matters were discussed and administrative decisions were made. The modern appearance of the structure is usually associated with reconstructions during the Ottoman period, primarily with the time of Suleiman I, although the site itself was used from the early stage of the palace's existence.

From an architectural point of view, the tower stands out for its elongated proportions, massive lower volume, and lighter upper section with windows and a high roof. This composition makes it easily recognizable even against the backdrop of the large palace buildings. For visitors, it is not a separate museum object, but part of the historical ensemble viewed during a visit to Topkapi.

During a walk through Topkapi Palace, the tower is usually viewed from the outside, in connection with the Divan complex and the surrounding courtyards. It is not perceived in isolation: it is easier to understand as part of the administrative area of the palace, where the highest officials carried out their work. It is in this context that both its name and its place in the composition of the entire ensemble become clear.

Visitors may notice the contrast between the heavy base and the more slender upper section. The tower rises noticeably above the neighboring buildings, making it easy to distinguish from many viewpoints within the palace. Interior tourist access to the tower is generally not an independent part of the route, and there is no confirmed information about regular visitor access inside.

A visit to Adalet Kulesi is usually combined with visiting other parts of Topkapi: the palace halls, palace gates, terraces, and views of the Bosphorus and the Golden Horn. Nearby are Hagia Sophia, the Blue Mosque, and the Basilica Cistern, so the tower can easily be included in a Sultanahmet itinerary.

The easiest way to get here is by taking tram T1 to the “Sultanahmet” or “Gulhane” stop, then walking to the entrance of Topkapi Palace. For most tourists, the tower becomes an interesting architectural detail that helps them better imagine the ceremonial and administrative order of the Ottoman palace.
